A Montreal Retirement Home Owner Accused of Cruelty

A private retirement home owner in west Montreal has been slapped with allegations of making life a living hell for her four residents. For several months, Pramela Kooblall has reportedly mistreated, beaten, and even attempted to poison vulnerable individuals under her care.

The 66-year-old woman now faces nine charges, allegedly neglecting three women between January and October 2023, depriving them of essential living necessities that could have caused permanent injuries.

In 2023, Pramela Kooblall allegedly administered a destructive substance to two women with the intention of causing harm. She is also accused of assaulting two women and armed assault on one of them, as well as falsifying a medication administration report.

Her lawyer, M. F. S. Liverman, remained silent on the matter, stating, "Our client will make no comments on this matter until the final decision of the court."

Pramela Kooblall made her court appearance at the Montreal courthouse in November 2023. The case was adjourned to August 2023, but no trial date has been set yet.

Previous History

Residence Alps, the private retirement home in Beaconsfield where the alleged incidents occurred, shut its doors in November 2023. Pramela Kooblall, its owner, is listed with the Quebec Enterprise Register.

According to a 2022 report by CNESST (commission des normes, de l'équité, de la santé et de la sécurité du travail), the Residence Alps residents were all autonomous and capable of moving around independently. However, the main entrance door was locked due to some residents suffering from dementia, and two residents needed assistance using the bathroom. No infractions were found during the inspection.

At the Residence Alps' closure, the CIUSSS de l'Ouest-de-l'Île-de-Montréal assisted the residents and their families in finding new accommodations. The CIUSSS claimed that it never had a contract with the Residence Alps to place residents there.

Hélène Bergeron-Gamache, spokesperson for the CIUSSS, confirmed that they verify the judicial records of all the leaders of the private resources for the elderly. At the time when the Residence Alps received its certification, it had no judicial record. Their focus is on ensuring the health and safety of the residents in their territory.
