Minister Addresses Misuse of Medical Cannabis

The Health Minister, Nina Warken of the CDU party, has raised concerns over the misuse of medical cannabis in Germany. In a statement, Warken highlighted a significant increase in consumption of medical cannabis, noting that it has tripled from 31 to 100 tons since April 2024 compared to the same period last year.

Online prescriptions for medical cannabis, which have grown in popularity, allow individuals to self-diagnose and receive prescriptions for various ailments. While Warken acknowledges the presumable quality and convenience of this legal route, she emphasizes the product's intended purpose for those suffering from severe illnesses, not for regular consumption.

Warken finds the steep rise in consumption "disturbing," as she believes it suggests misuse of the medical cannabis system. To address this matter, Warken plans to await the results of the upcoming evaluation on cannabis legalization, as agreed upon in the coalition agreement between the Union and SPD.

Previous German governments have taken steps to partial legalization of cannabis in 2024, allowing for its consumption and private cultivation under specific conditions. This change has likely contributed to the growth in cannabis consumption. As for Warken's agenda in the health sector, she has prioritized reducing bureaucracy and fostering dialogue. However, comprehensive measures addressing the misuse of medical cannabis are not yet evident.

Ongoing research focuses on identifying and understanding potential stigma among medical cannabis users in Germany, which may be relevant for policymaking in this area.
