NAPA Report Offers Strategies to Boost Federal Agency Performance
The National Academy of Public Administration (NAPA) has released an updated report, 'Improving Federal Agency Organizational Health and Performance', on Oct. 21, 2023. The report, requested by the United States Congress, provides strategies for federal agencies to enhance employee retention, foster a supportive work environment, and improve communication.
NAPA's report is a refreshed version of its 2018 report and includes strategies for good governance policies at various levels. It aims to help agencies create a supportive environment for employees, improve communication, and encourage continuous learning. To retain talent, agency leaders are advised to offer pay incentives, craft hybrid or remote work options, provide educational advancement opportunities, and develop talent management strategies.
The report suggests a mixture of unified strategy and tailored telework plans to address United States recruitment and retention challenges. It also calls for a strong internal culture focused on high performance to enhance public services. Agency leaders are encouraged to work with chief human capital officers to target recruitment, increase internship opportunities, and utilize pooled hiring opportunities.
To facilitate these changes, OPM updated USAJOBS in 2023 to ease paid intern onboarding and launched two new programs. NAPA recommends using tools outlined in the joint OMB-OPM memo 'Improving the Federal Hiring Experience', released in August 2023, for enterprise-wide workforce strategy and cross-agency hiring practices.
NAPA's report underscores the importance of a supportive work environment and effective communication in improving United States agency performance. By implementing the strategies outlined, agencies can enhance employee retention, foster a high-performing culture, and ultimately improve public services.
