NRW Health Minister Open to Care Grade Reform, Considers Abolishing Level 1
North Rhine-Westphalia's Health Minister, Karl-Josef Laumann of the Christian Democratic Union (CDU), has signalled openness towards reforming the current care credit system. He is contemplating the abolition of care credit 1, a move that aligns with the proposals put forth by Federal Health Minister Nina Warken, also of the CDU.
Federal Health Minister Nina Warken has been advocating for changes in the care credit system. In late September 2025, her proposals, which included the abolition of care credit level 1, were made public. These proposals have now gained traction at the state level, with NRW's Karl-Josef Laumann expressing his willingness to consider such reforms.
The current care credit system, ranging from 1 to 5, assesses the level of care needed by individuals. Care credit 1, the lowest level, is under scrutiny due to concerns about its effectiveness and the support it provides to those in need.
The potential reform of the care credit system, specifically the abolition of care credit 1, is under active consideration by health ministers at both the federal and state levels.
