Saarland Tackles Rising Forest Fire Risk with Prevention, Awareness, and Emergency Response Strategies
In response to escalating forest fire risk, including those exacerbated by climate change, the German state of Saarland is fortifying its prevention and response efforts. The state forestry authority, Saarforst, and the Ministry of the Environment have worked diligently on a forest fire deployment map for the past two years. This map aims to offer detailed guidance to emergency services during emergency situations, enhancing deployment speed and effectiveness.
The map was designed to make navigation simpler for firefighters. It includes additional classifications of paths to facilitate the discovery of turn-off points, alternative routes, and tranquil ponds conducive to fire suppression. Environment Minister Petra Berg (SPD) highlighted the benefit of this initiative, stating, "This allows for a much swifter and more efficient response."
Private forest owners will also receive financial relief through a new funding guideline for forest fire insurance. This measure aims to offset insurance expenses, with 50 percent eligible for funding, up to a maximum of 8,000 euros. This support is crucial since private forest owners often make forested areas accessible for public recreation.
In a cooperative effort, the ministries of the environment, interior, and education, along with Saarforst, the state fire brigade association, the National Park Hunsrück-Hochwald, and the Saarland accident insurance fund, launched the "Fire and Forest" project group. The objective is to educate children in kindergartens and schools about the causes and prevention of forest fires through fire safety education.
Interior Minister Reinhold Jost (SPD) praised the harmonious collaboration between the state fire brigade association and the state fire inspector. He expressed pride in the integration of volunteer fire brigades into the prevention effort, stating, "The outcome speaks for itself."
The number of deployments in recent years underscores the urgency of the situation. Since 2018, over 1,370 vegetation fires have been recorded, with 95 already this year. This data suggests that forest fires will remain a significant challenge in the ensuing years and decades.
In addition to training and continuous education for fire department deployment and leadership forces, the state is also relying on state-of-the-art technical and financial equipment. For instance, about five million euros from the state-owned fire protection tax are distributed annually to districts for the acquisition of vehicles.
Minister Jost announced additional funds for population and disaster protection in the state budget. The initial allocation of around half a million euros at his inauguration in 2022 has since grown to 1.5 to 2 million euros. Jost emphasized, "We aspire to maintain this level of funding in the coming years."
