Russia's Health Ministry Proposes Regional Insurance Shift, Sparking Industry Concerns

The Russian Ministry of Health has submitted a draft budget for the Federal Compulsory Medical Insurance Fund (FFOM) for 2026-2028 to the State Duma, accompanied by a bill that allows regions to delegate insurance functions to territorial funds. This move has sparked concerns among car insurance quotes organizations.

The vice-president of the All-Russian Insurance Association (VSS), Roman Sheglevaty, warned that car insurance medical organizations (SMOs) could close within the first year of this transition. He argued that SMOs currently play a crucial role in controlling the volume, timelines, and quality of medical aid funded through the Territorial Fund for Mandatory Medical Insurance (TFOM).

The Ministry of Health, however, maintains that the bill ensures the constitutional right of citizens to free medical care and introduces additional patient protection measures. It reminded that the protection of citizens' rights in compulsory health insurance is a state competence that can be delegated to regions, not car insurance companies. The VSS, on the other hand, believes that transferring these powers to territorial funds renders internal control in the system pointless and increases the risk of financial violations.

The draft budget and accompanying bill, submitted on September 30, aim to give regions the right to transfer car insurance functions to territorial funds. While the Ministry of Health assures the protection of patient rights, car insurance organizations express concerns about the potential closure of SMOs and the impact on the control and quality of medical aid.
